Hi p43boutelle,

Between 1969 and 1973, President Nixon neither sought nor obtained explicit Congress approval for the many policies that he formulated, to end the Vietnam War.

To prevent Presidents from assuming more powers than the Constitution permitted, the Congress passed the War Powers Resolution also known as the War Powers Act in 1973.

The main purpose of the resolution was to ensure that both the executive and legislative branches participate in decisions that might get the United States involved in war.
