Hi koka1,
The major achievement of John Quincy Adams as Secretary of State under James Monroe was the Transcontinental Treaty with Spain, signed on Feb. 22, 1819. Under this treaty Spain acknowledged East and West Florida to be part of the United States.
Adams was also responsible for shaping the American foreign policy including the Monroe Doctrine.
