I'd have thought it had something to do with trade and business and communications. Where there was a big river there was a way to easily move people, goods and knowledge by boat and so towns well placed along big rivers thrived. The confluence of all those things and growing numbers of people certainly lead to the emergence of powerful rulers and kings.
