I would guess that culture borrowing is taking ideas, customs, and social behaviors from another culture or civilization and integrating them into your own. It kinda sounds like it has a negative connotation, but it is something that has of course been happening for years naturally. Just think about the way popular western culture has flowed around the world. Rap music for instance is a very American urban cultural phenomenon, but it has been really embraced by youth culture all over the world. I would say that's a form of culture borrowing....but then I am no socialogist :)
