Hi jayjay, wikipedia has a simple description of the intent of the Galloway plan here. Seems to me that the main intent of the plan was to keep the Americas as part of the British commonwealth, While it may have initially given the British much more say in the happenings in the US, it would be interesting to look at the countries which are still a part of the British commonwealth today and see what their relationship is like with Britain (eg. Canada and Australia). Hope that helps.
